ADMISSION OF INTERDISTRICT TRANSFER STUDENTS

The Board shall permit any student from any school district in Ohio to apply and enroll in the District schools free of any tuition obligation, including special students as defined in O.R.C. 3313.64 (F), provided that all procedures as outlined in the administrative regulation are met,
including:

• Application procedures including deadlines for application and
  notification of students and the superintendents of adjacent districts
  whenever an adjacent district student's application is approved.
• Procedures for admission
• District capacity limits by grade level, school building, and
  educational program are determined
• Native students and previously enrolled adjacent students having
  preference over first-time applicants
• No requirements of academic, athletic, artistic or extracurricular
  skills shall be required
• No limitations on admitting handicapped students except if services
  required in an IEP are not available in the District
• No requirement that the student be proficient in the English
  language
• No rejection of any applying student because the student has been
  subject to disciplinary proceedings, except that if an applicant has
  been suspended or expelled by the adjacent district for 10 consecutive
  days or more in the term for which admission is sought or in the term
  immediately preceding the term for which admission is sought.
• Procedures to ensure maintenance of an appropriate racial balance
  in the District's schools
• No applying student shall be admitted on less than a full-time basis, it being the intent of this provision to preclude a student from an adjacent district from selectively participating in only a portion of this District's curriculum simultaneously retaining active status in another district.

INTRADISTRICT SCHOOL ENROLLMENT

The Board believes students should be permitted to attend their school of choice within the District. As such the Board will permit students to apply for attendance at their school of choice based upon criteria established by the school administration. The specific criteria shall include:

1. Application procedures, including deadlines for application and
   for notification of students and principals of alternative schools
   whenever a student's application is accepted. Only students wishing
   to attend another school need apply.
2. Procedures for admitting applicants to other schools including but
   not be limited to:
   a. establishing District capacity limits by grade level, school building, and education program;
   b. requiring students enrolled in a school building or living in the attendance area of the school building established by the Superintendent or Board be given preference over applicants;
   c. ensuring that an appropriate racial balance is maintained in the District schools.
